The CPM supporter was arrested in Kannur under provisions of the Kerala Anti-Social Activities (Prevention) Act.
The outburst came during a crime conference in which the said police officers had no explanations for many lapses like failing to close long-pending cases, arrest accused in murder attempt and warrant cases and effectively enforce the Kerala Anti-social Activities (Prevention) Act law.
The raid is primarily aimed at arresting those on the KAAPA list who have returned after being deported, those who went absconding despite the decision to impose KAAPA, warrant suspects, drug dealers etc.
Currently, a committee presided over by the District Collector concerned gives permission for arrests under the Act.
The incident occurred during jail day celebrations at the prison on Thursday.
The police report suggested that, given the number and nature of cases against Farzeen, he should be banned from entering the district.
With several habitual offenders roaming free, the state had witnessed some shocking crimes recently.
