Murukan (35) and Mariyamma (23) nabbed from their home near Ashramam Kuruvan bridge after their child suffered serious injuries.
The Kodumon Police have registered a case, including charges under the POCSO Act.
The 44-year-old mason was found guilty under one section of the IPC and four sections of the POCSO Act
The abuse came to light when the survivor opened up to a PG student at the Medical College, who was drawing up the case history.
The majority of the children who were subjected to abuse during the period were in the age groups of 15-18 and 10-14.
The abuse occurred a decade ago, on September 30, 2013. The accused Vimal Kumar, a native of Thiruvananthapuram's Vellanad panchayat, was 31 then. He was a private bus driver.
The popular bureaucrat made the revelation at a workshop on protecting children organised by the Child Welfare Department.
The crime came to light when another girl, aged 11 years, complained to her mother that the accused was inappropriately touching her. The trial is on in that case.
The police also arrested Mahmood of Muzhapilangad after it emerged from CCTV visuals that he had slapped the boy.
The raids, part of Operation 'Megha Chakra', were carried out at 59 locations across 21 states and a Union Territory.
