The disciplinary committee of the party headed by veteran leader AK Antony has submitted the recommendations of the panel to party president Sonia Gandhi.
Alleging a long-pending attempt to expel him from the party, Thomas said Sudhakaran has been trying to weaken the Congress in Kerala.
KPCC can only suggest a punishment for the veteran leader with the party High Command. Subsequently, the national disciplinary committee of the Congress, headed by A K Antony, will take a final decision.
The opinion of AICC disciplinary committee chairman, AK Antony, is crucial even if the KPCC may endorse an outright expulsion. Ironically, Antony and Thomas were close associates earlier.
Earlier, the AICC had advised Shashi Tharoor and Thomas to abide by the decision of the KPCC on the issue.
Sources say the party has already made over 1.25 crore new members during the membership drive.
