Satheesan said the Kerala government's proposed SilverLine semi high-speed rail project is based on a development perspective from half a century ago.
Cherian said that he had seen trains passing through malls when he went on a foreign trip 40 years ago.
Since, the semi-high speed rail project is not part of the Indian Railways, there is no requirement for a separate notification from the Centre, the Kerala HC observed.

When the DPR was submitted for clearance in November 2020, the NITI Aayog had raised doubt whether the project would cost Rs.1.25 lakh crore.
These are areas where the alignment of the SilverLine has been proposed to run parallel to the existing railway line.
Prakash Babu, the assistant state secretary of CPI, blamed government officials for the mess. 'Why are some officials displaying haste to implement the project? Their intentions are suspect,' he said.
Pinarayi claimed after the meeting that the PM was sympathetic to the state's demand for sanctioning the K-Rail project.
