For the second year in a row, Kerala has topped the public affairs index (PAI) in governance among states in the country. Tamil Nadu came second.
A latest survey by the think-tank, Public Affairs Centre (PAC), Bengaluru, said prime minister Narendra Modi's home state Gujarat finished third, slightly taking the sheen off the south supremacy. Karnataka was pushed to the fourth position from the last year's third slot in governance indicators.
Right at the bottom were Bihar (18th), Jharkhand (17th), and Odisha (16th).
The PAI survey results are based on 10 themes, 26 focus subjects, and 82 indicators. While Punjab became the best performer in essential infrastructure category, Kerala scored high in human development, implementation of social schemes, and in the category of women and children.
