Thiruvananthapuram: The Union Public Service Commission (UPSC) has once again returned the 2016 IPS list to the Kerala government, demanding that the four officers included in the original list be removed.
Last month, the UPSC had first returned the list citing the same reason and asked to fix the discrepancies in the application of 20 officers out of the list of 32 the state government had sent.
But instead of fixing the shortcomings in the applications, the list was sent again on March 24. This has now resulted in the UPSC taking a strong stand. With the state and the UPSC exchanging letters, the whole process of conferring IPS has been delayed, leaving 13 SPs, whose IPS were long overdue, in a fix.
The UPSC has asked to remove the name of four SPs from the list - PV Chacko, P Krishnakumar, K Satheeshan and Baby Abraham. They cannot be included on the list as they have already retired from the service and there are no court ruling to grant them IPS. The state government also failed to submit a letter stating that the four were in service when the order had come out. As a result the four names coming on the list in the order of 24, 25, 26 and 31, respectively, were asked to be removed. The issue got worse with state government again sending the list without removing the names and the UPSC getting tough.
In the last IPS list sent, the confidential report of two SPs were missing. The state police chief told the government that the report were missing. The UPSC now has asked the government to provide a missing certificate for the documents.
The government has sent the list of 32 SPs for the 13 vacant posts in 2016. Out of these two were criminal case accused which was hidden from the UPSC. Meanwhile, the home secretary argues that if 13 people gets IPS there are no vacancy to accommodate all of them.
To accommodate them some of the SPs who got promoted should be depromoted to DySPs. There are also allegation that due to all these some people in secretariat are purposefully delaying the process. But the government calculates that when some SPs retire next month there will be vacancies to post those in the IPS list.
