Manichan who was an accused in the Kalluvathukkal hooch tragedy and lodged in the Central Jail was transferred to the open jail as part of character correction.
The Kollam sessions court had said that Manichan still has to pay a fine of Rs 30.45 lakh in order to be released from jail.
Thirty-one lives were lost and over 500 were hospitalised following the tragedy that rocked the state on October 21, 2000.
