Thiruvananthapuram: The Kerala State Electricity Board (KSEB) could reduce its salary bill by outsourcing jobs such as drivers and sweepers, recommends an Indian Institute of Management (IIM) team that was asked to suggest measures to modernize the government utility agency.

A senior driver in the board draws a salary of about Rs 60,000, while a sweeper takes home about Rs 25,000, the IIM Kozhikode team said. The management experts want the board to axe all redundant jobs at the earliest.

The board has been advised not to appoint any more staff to read consumers’ electricity meters. The board could save Rs 2.40 crore if it chose not to fill the 876 vacancies. The IIM team also recommended against appointing people under the die-in-harness scheme and wanted the board to introduce an insurance scheme to help out the families of deceased employees.

KSEB staff should urgently skill themselves in technology to do away with paper files. The file movement should be entirely brought online to ensure transparency and effectiveness.

The board should do away with the practice of checking files at multiple levels in the name of ensuring accuracy. The practice only results in officers holding up files for months, leading to an inordinate delay in the implementation of new projects, the IIM said.
