Report says water storage in Anwar's park a high-risk affair

Kozhikode: More controversy is piling up on P V Anwar, MLA, whose water theme park in Kakkadampoyil is in the eye of a storm. A report from the Kozhikode district collector says the park is located in an area that is environmentally vulnerable. It also says construction should be allowed only after ensuring that landslide will not occur.

The reply given to a query under the Right to Information Act (RTI) said lapses had been found in an inquiry carried out as per directions of the revenue minister. Documents are also out showing that the park got full clearance though the violations had been proven already.

Water is stored in rock crevices and formations in the park, causing concern. It is pointed out in the report that Kakkadampoyil is an area that the Disaster Management Authority had listed as Zone 1, which means it faces high risk.

The report said until the violations surfaced, the park functioned under a temporary permission to let in visitors during the day.

The local panchayat granted permission for the park in October last year after protests raged against the violations. The Koodaranji panchayat's claim that permission was granted on the basis of precise documents had also been proven false. The panchayat issued three sanitary certificates to the park. The first permission to open the park was granted on the basis of a certificate for a garden.

Later, as legal issues cropped up, sanitary certificates were issued to buildings and later to the park as a whole. It is obvious that the panchayat extended unstinted support to the park.

The revenue department has no answers on what action is possible on the report.
