Questions had arisen about the safety of the tunnel as it experienced massive leakages during the rainy season.
The accident occurred at Pambanar Town on the Kollam-Theni National Highway.
Officials of the NHAI as well as representatives of the Highway Engineering Consultants assigned to prepare the reports were in the city on Wednesday to make a preliminary assessment of the project.
The court's order came on an appeal filed by a land owner from Thiruvananthapuram, whose property was acquired by the NHAI for the purpose of constructing a bypass to avoid the Kazhakuttom-Karode stretch of the NH 47.
Nithin Ramakrishnan, a native of Palakkad, had sought the Court in the appeal, to rule on the implementation of the guidelines, including that on the service time at the toll plazas, in the policy circular issued by the NHAI on May 24, 2021.
NHAI calls the West Coast Canal just a proposal, refuses to demolish the 66-year-old two-lane bridge. The old bridge is only 0.8m above the high flood line; the required height above the state waterway is 4m.
Protests had erupted after the highway stayed closed to commuters despite its construction being complete.
The workers, atop a 6-metre-high stage, were pouring in pumpable concrete to make the slab when the supporting pipes underneath gave away.
The incidents drew widespread condemnation after the photos and videos of the same were widely shared on social media platforms.
The Department has also sought a Crime Branch probe into the fraud.
