SC stays contempt proceedings against Jacob Thomas The Kerala government had suspended Thomas, the senior-most IPS officer in the state cadre, from service in December 2017 for his 'anti-government' remarks.

New Delhi: The Supreme Court has stayed the contempt of court proceedings initiated against Jacob Thomas, the former director of Vigilance and Anti-Corruption Bureau (VACB).

"Jacob Thomas' statements did not criticise the High Court. He had merely asked for improvements be made in the system," the apex court ruled on Monday and also sent a notice to the Kerala High Court.

The Supreme Court will take up the case again on April 11.

The Kerala High Court had initiated suo motu contempt proceedings against the suspended DGP Jacob Thomas for his alleged remarks against two judges of the court.

The petitioner had alleged that Thomas made contemptuous personal remarks against the two judges in a complaint to the Central Vigilance Commission (CVC).

Thomas had made imputations against the HC judges, who passed orders against him in a case, according to the petitioner.

Though Thomas was asked to appear before the court in person on April 2, the senior cop informed that he would not be able to present in the HC as the apex court was considering the case. The HC had then asked him to appear on April 9.

In his complaint to the CVC, Thomas had demanded an inquiry into the persistent criticism made against him by the two HC judges and also into the conspiracy behind the dismissal of vigilance cases in the last one year. The complaint also stated that the cases that were written off included ones he had investigated or he was part of. He also alleged that attempts were made to silence and persecute him as he had taken a strong stand against graft.

The Kerala government had suspended Thomas, the senior-most IPS officer in the state cadre, from service in December 2017 for his 'anti-government' remarks.

He was placed under suspension when he was serving as the director of the Institute of Management in Government.
