Illegal pension distribution in the 7th ward of Kottakkal municipality uncovered the scam.
It is learnt that two months' arrears will be settled in September ahead of Onam.
An amount of Rs 900 crore is needed to distribute Rs1600 each to more than 60 lakh beneficiaries.
He also said that the government has plans to increase pensions further.
Government alotted Rs 900 crore for the pension distribution.
Beneficiaries will get Rs 3200 before Ramzan and Vishu.
Among the 62 lakh beneficiaries, all those who completed the mustering process will receive the pension.
The state government has pension dues of six months pending. It requires Rs 900 crore to clear a month's arrears.
According to the government, the state was undergoing a financial crisis and was unable to pay Mariyakutty and other similarly situated persons.
The government requires Rs 1,500 crore to disburse pension arrears for August and September.
