Nassar had been missing since Sunday evening, when the accident that claimed 22 lives took place.
As per reports, Nassar was fined only Rs 10,000 and then given the permit to operate the boat despite knowing it was not fit for the purpose.
The state government has already announced Rs 10 lakh aid to each family of the boat tragedy victims.
A local man had recently shot a video of the boat carrying more passengers than permitted.

"No action was taken even though people had raised complaints against the boat that met with the accident," he said

The boat was overcrowded when it started the trip on Sunday around 6.30 pm.
